A protocol encouraging best practice between councils will be drawn up by the Local Government Association (LGA) as tensions grow around increasing out of area placements, The MJ understands.
The plans come after the LGA commissioned a confidential investigation into the circumstances of out of area placements and the rising tension around the role of councils in the movement of households.
