Whitehall has agreed to bring forward the local government finance settlement after an independent review.
Local authorities had been growing increasingly frustrated by the late announcement of the figures and the lack of notice of announcements, which forced some councils to agree their final budgets for the forthcoming year based on the provisional settlement.
