'Give managers greater decision-making power to innovate'

Senior council managers should devolve powers to all levels of leadership in order to innovate in a time of austerity, new research has suggested.

The research was conducted by the Royal Society for the encouragement of Arts, Manufactures and Commerce (RSA) in partnership with Collaborate, a think-tank that helps public services work together.
