It’s time to break down that fourth wall

The fourth wall. It’s the imaginary boundary that separates actors from the audience. Break it and the whole show can fall apart (with one or two notable exceptions) – with the reality created on stage by the actors revealed to be just an illusion.

If inspection had a fourth wall it would be the money. The convention is not to cross that line and start making judgements based on funding levels. Which everyone knows is an illusion, as generally good services need good levels of investment, especially if they are to be sustainable in the long run.
