Groucho Marx said: ‘Politics is the art of looking for trouble, finding it everywhere, diagnosing it incorrectly and applying the wrong solutions’.

The history of relationships between central and local government in the UK appears designed to underline the accuracy of Marx’s observation. Since 1945, national governments have consistently undermined local government. Even when national politicians with local government roots have been in power, they have frequently gone over to the dark side.
