Leader fears devolution failure

Doubts have been cast over the success of Hampshire’s devolution bid by a local district leader, as momentum builds behind the ‘double devolution’ agenda.

Ferris Cowper, East Hampshire District Council leader, this week told parish councillors that he feared the proposed Hampshire Combined Authority could ‘crack’ if sufficient powers weren’t handed down by central government.
