If it’s January, then it’s time for self-denial. Of course, this year – unlike all of the others before – the regime will definitely be sustained beyond February.
What we know, with a little more confidence than that attached to our recurring new year’s resolutions, is that January also brings consultation on the provisional local government finance settlement.
