An updated funding formula and a revalued and reformed council tax will be key early tests of the Government’s commitment to levelling up, a report from the Institute for Fiscal Studies (IFS) has said.
The IFS pointed out that regional inequalities will take years to reduce, adding that ‘making a difference will take persistent focus over a long time'.
