Local government should create its own register of statutory officers or risk further failures, Max Caller has told The MJ.
Mr Caller, a regular reviewer and commissioner at failing authorities, said there was ‘no real rules’ on how the three statutory roles – monitoring officer, section 151 officer and head of paid service – should work and ‘no explicit qualifications’.
