Road to reform – a blurred vision

In his foreword to the white paper on adult social care reform, the Secretary of State stresses that this is a journey. The destination is set out, but there is little clarity in terms of charting a course, or how to pay the fare. 

The fact that this white paper has been published at all is welcome  as is its vision for the future. Who could argue against greater choice and control over personalised services which are of high quality, fair and accessible?
