Sector warned to ‘plan for survival’

Local authorities have been urged to stop being overly-optimistic and ‘plan for the worst’.

Speaking at think-tank NLGN’s annual conference yesterday, Tony Travers, an expert on local government at the London School of Economics, claimed the sector had moved from thriving to surviving.
