The devo’s in the detail

Councils have long argued for powers that would give them more flexibility to respond to local needs, but without financial freedom from central government, those powers are meaningless.

In a report published in February, the Department for Communities and Local Government Select Committee on devolution concluded that current devolution legislation does not enable fiscal devolution, which it stated was ‘essential to genuine devolution’.
