Managing perceptions and changing behaviour are set to become critical for councils – and Mark Fletcher-Brown says what works in commerce could also be usefully applied in public services

W hile we cannot always change the harsh realities of the impact of public sector cuts on communities, we can alter how people feel about them. We can change perceptions – and in time we can change behaviour.
