The voluntary sector is not a surrogate for the state

Most community based voluntary organisations and charities (VCS) are both embedded in/from the same communities which local authorities serve. This is the case in every part of the country.

Hence, there is a strong impetus for local authorities and their local VCS to find common cause and to work in partnership for the benefit of these communities.
