Only a third of frontline staff think their council is ready to innovate to face the challenges of the next decade, a survey by Nesta and The MJ has found.
Time and resources are the biggest barriers to trying new ideas, the survey found, with 40% of managers and half of the frontline citing a lack of staff or funding as a problem while 23% overall claimed there was no time.
