On the same day recently HMI Constabulary reported that 33% of police forces are not good enough and the CQC reported that 70% of hospital trusts require improvement. The inspectors qualified their reports but understandable headlines followed.
It reminded me of the years up to 2010 when on the appointed day the 150 upper-tier councils awaited their own league table fate under the CPA and CAA regimes. Headlines focusing on the lowest rated councils always followed, ending some careers.
