Unitaries are not an everywhere panacea

Unitary councils made sense to me.

Districts always seemed an administrative excess that caused unnecessary duplication, massive inefficiency and stopped residents understanding who does what.

I was wrong.

Throughout my adult life I have lived in urban unitary authorities: Manchester, Hackney, Camden, Hillingdon and Newham.

If I had a problem it was a case of just go to the council.

Whatever the issue, I knew who it was that needed telling.

No faff of understanding who does what in a confusing world of two-tier authorities.
