The long-awaited Levelling Up White Paper marks what the government describes as ‘the largest devolution of power from Whitehall to local leaders across England in modern times’.
The hope is local governments will be better-equipped to tackle challenges – especially in low-income areas. The need for action on geographic disparities is indisputable. The UK has the highest level of regional inequality of all 28 advanced OECD countries.
