Venture into resilience

Developing the right commercial venture requires focus, expertise and persistence. Before contemplating fundamental changes to the way public services are delivered, councils should be clear about all aspects of the process, including assurance, governance and approvals as well as roles and responsibilities.

Lack of clarity can be a significant barrier to pace of change, and commercial expertise must be present for the successful transition through each stage of the process.
