A recent press story about how some care homes are avoiding regulation and inspection has put a spotlight on how far the council’s powers and responsibilities go towards children who are in need of care.

The story drew attention to the potential for homes to avoid regulation and inspection if they are considered to provide supported accommodation rather than care.
