What senior manager has not caught themselves talking on a subject they no nothing about but getting in too deep, too fast to admit it.

It is happening more often now that local authorities have culled their management posts and slimmed down their hierarchies, leaving senior managers responsible for a broader range of services, some of which they have no professional background in or direct experience of.
