For the best part of 25 years Disabled Facilities Grant (DFG) funding was allocated directly to district councils and across most of England they administered grant applications as set out in the legislation and regulations.

The role of the county council was to assess the needs of the disabled person first and make a recommendation to the district on what adaptations would be required to meet their needs. General recognition that well adapted homes lead to better outcomes saw the budget rising year on year.
