Andy Burnham has promised to give councils greater powers to tackle problems such as rough sleeping and social care while moving decision-making away from Whitehall.

In addition to pledging the largest council housebuilding programme since the post-war era, the Prime Minister committed to unlocking surplus public land for development, with councils expected to receive a larger share of the Government's £39bn social and affordable homes programme.
