LGR: MHCLG must come off the fence on staffing guidance

Ian Miller says the creation of new unitaries means the Government must stop prevaricating and update staffing guidance and regulations. Here he sets out the options.

Now that the decision to split Surrey into two unitary councils has been taken, the Ministry of Housing, Communities and Local Government (MHCLG) is going to have to come off the fence in updating legislation and the Government's guidance on staffing issues in respect of local government reorganisation.

Put simply, Local Government Restructuring Guidance on Staffing Issues (June 2008) cannot stand and the Local Government (Structural and Boundary Changes) (Staffing) Regulations 2008 also need surgery.
