Spending Round still leaves uncertainties

September must surely rank as the most bizarre month in British political history since at least the end of the Second World War. 

The fast-tracked Spending Round lived up to its billing, taking less than four weeks. District councils welcomed a further year’s protection from ‘negative revenue support grant’ in 2020/21. We await details of the arrangements for one year payments of new homes bonus in 2020 and the £54m of funding for homelessness.
