On the first of the month we finally saw the publication of the Government’s social care White Paper. But at the time of writing, the levelling up White Paper (itself an evolution of the much-delayed devolution White Paper) has been delayed until the New Year.

Levelling Up thus remains the Schrödinger’s cat of public policy which simultaneously both exists (it is the Government’s key priority) and doesn’t exist (it will all be revealed in the White Paper).
