Black: Barclay Review was missed opportunity

Scotland’s Barclay Review into business rates was a ‘missed opportunity’ that did not go far enough, a former chief executive of Glasgow City Council has said.

In a briefing written for the LGiU think-tank, George Black, who is now a visiting professor at the International Public Policy Institute of the University of Strathclyde, pointed out that just seven of the report’s 30 recommendations were designed to support economic growth.
