Faced with mounting demand for services and dwindling funding, coming up with a balanced budget for a local authority is an unenviable task.

Few can claim to face as daunting a challenge as Northamptonshire CC, however, where a budget shortfall of £60m led to the issuing of two Section 114 notices last year.
