Call for licensing committees to be scrapped

Council licensing committees should be abolished and their powers handed to planning experts, a radical new report has suggested.

A House of Lords committee created to scrutinise the Licensing Act 2003 recommended a ‘one-off radical overhaul’ of the law to prevent the sort of piecemeal and ineffective changes that have blighted the licensing sector in recent years.
