Commissioners to step down from Torbay children's services

Government-appointed children’s commissioners are set to step down from Torbay Council in April after significant improvements.

After a decade of failing services, commissioner Nigel Richardson said the council had improved enough that he could leave, with the agreement of the secretary of state.
