Community councils should cover whole of Wales

Community councils should be extended to cover the whole of Wales, a study for the Welsh Assembly has concluded.

The recommendation is the result of an independent review into town and community councils, the ‘grassroots of governance’, instigated in June last year by the Government in Wales.
