The actions of members at Wirral MBC are threatening efforts to improve the council’s finances, according to its Independent Assurance Panel.
Chaired by Brent LBC chief executive Carolyn Downs, the panel was put in place by the Government as a condition of a capitalisation direction worth £9m.
