Councils feel 'punished' by COVID-19 restrictions

Councils have reacted with ‘surprise, dismay and disbelief’ as vast swathes of the country face up to life under the harshest COVID-19 tier.

The new system has come into force after the Government abandoned its approach of consulting councils and MPs, lumping large areas in tiers together, following county boundaries in most cases.
