Local resilience forums (LRFs) dealt well with severe challenges over winter but Whitehall remains concerned fresh emergencies could place unmanageable strain on town halls, a report leaked to The MJ has found.
The findings of a stocktake praised LRFs’ performance in dealing with the pandemic and winter flu while the UK also exited the EU and encountered severe weather – a four-pronged challenge dubbed December 2020.
