Councils should invest in shares in their regional bank, a charity has urged.
A report by The RSA (Royal Society for the encouragement of Arts, Manufactures and Commerce) suggested central government should offer preferential rates from the Public Works Loan Board to ‘unlock investment’ from local authorities.
