Retention split negotiations founder on district fears

Talks over future division of business rates foundered over fears district councils could be left worse off, it has emerged.

Currently, while authorities are encouraged to come up with bespoke arrangements for dividing up funds from business rates retention, the default tier split for 50% retention schemes is 80-20 in favour of districts.
