Review finds safeguarding 'gaps' at Wirral

A serious case review identified ‘gaps’ in Wirral MBC’s protection of children in foster care.

The review centred on a 13-year-old child referred to as ‘Scarlet’, who was found in a park having suffered a suspected drugs overdose in 2018.
