A new study warns of looming unfunded risks to the public finances from climate change to adult care which Michael Burton says should be heeded by the chancellor as he prepares the next Spending Review

As if chancellor Rishi Sunak does not already have enough red ink to eradicate while preparing the Spending Review, the independent Office for Budget Responsibility (OBR) has just added to his troubles by warning of another £10bn a year he might need to find.
