Tory spending plans could be derailed by economic downturn - IFS

Multi-billion pound Conservative spending plans could be derailed by a further deterioration in the economy, a fiscal think-tank has warned.

Last month chancellor Sajid Javid announced extra spending of £13.4bn for next year, including £1.5bn on social care part-funded by a 2% council tax precept and £241m on high streets.
