Councils covering areas outside cities have been left frustrated after being met by a ‘wall of silence’ from the Government on devolution.
The Conservative manifesto said there would be ‘no requirement’ for mayors in rural counties but since the General Election councils have heard ‘conflicting rumours’ about the Government’s enthusiasm for devolution outside cities.
