Ministers are considering a full inquiry into the failings of council-run children's care homes, following the harrowing sex-abuse case in Rochdale.

Tim Loughton, the children's minister, revealed ‘eye-watering' evidence of abuse had been discovered across the country, and conceded the extent of the problem was still ‘widely underestimated'.
