Time to ACT on terrorism

A new counter-terrorism system – ACT for local authorities – puts the emphasis on five areas of council business with the greatest reach and impact on addressing the terrorism risk in public places. Dr Amy Batley explains.

The UK security services state that if a terror attack were to occur in the UK, it would most likely be conducted by a ‘self-initiated' terrorist using low sophistication methodology against members of the public in a publicly accessible space.

These public spaces are inherently difficult to secure, as they are open, accessible, and any attempts to secure such spaces often rely on the consensus of multiple stakeholders.
