Citizens Advice Bureaux is preparing for a flood of inquiries from vulnerable residents ahead of council tax benefit (CTB) changes next April – amid claims the welfare reform could become as unpopular as the poll tax.

Speaking at the launch of a report by the Institute for Fiscal Studies (IFS) into the imminent welfare reforms, Geoff Fimister, senior policy adviser at Citizens Advice, said the organisation expected to manage a volume of referrals akin to those last experienced over rate and poll tax rebates in the early 1990s.
