The Scottish Government must devolve funding and powers to local authorities to secure a ‘decent and prosperous' nation, Scottish secretary Douglas Alexander has said.

In a speech to council leaders, Alexander said the promise of devolution had ‘not been delivered', with the Scottish Government ‘deprioritising councils for funding and centralising powers at Holyrood'.
