Anti-social protest First Minister Jack McConnell has lambasted council bosses for failing to make use of powers under the anti-social behaviour legislation. He said: ‘The powers are there to tackle anti-social behaviour and restore respect to the communities. Those powers are not being used enough in parts of Scotland.’ But COSLA hit back, saying the decision had to be a local one, and there was no correct number of dispersal orders or behaviour orders to achieve.
