Councils are coping well with the spending cuts, but need to improve their financial planning, according to a study by consultant, Grant Thornton.
The report, Surviving the storm, is based on reviews of 24 local authorities across England. It found most councils had responded well to this financial year's planning cycle, but warned authorities must get to grips with future planning.
