Surveys by two major suppliers warn that one-quarter of councils will not meet their budgets by 2014, while less than half are planning to share back offices in the next year.

A survey by YouGov for support services firm, Interserve, found that, on average, councils planned to make cuts of 20% by 2014, with one-third expecting 25% and one in 10 anticipating 30%.
