Avoiding enclaves for the affluent

The Government is to set up a New Towns Unit. Darren Rodwell says unlocking the potential of new towns calls for a focus on innovation and inclusive growth.

When I led the transformation of Barking As someone who has spent the last decade driving housing delivery and regeneration at scale, I know all too well the barriers that stand in the way of building the homes and communities our country desperately needs.

The launch of the New Towns Unit offers a once-in-a-generation opportunity to break through those barriers. But to succeed, it must be bold in its vision, creative in its methods and relentless in its focus on inclusive growth.and Dagenham, we knew we had to think differently. Traditional approaches to development had failed to deliver the volume or quality of homes our residents needed. That is why we created Be First, an arm's-length regeneration company, to accelerate delivery, unlock sites and bring in billions of pounds of investment. It gave us the capacity and flexibility that councils alone often lack.
