Opposition to Barnet LBC's controversial commissioning policy – known locally as the ‘One Barnet Programme' – has intensified with a report from the Association for Public Service Excellence (APSE) describing the system as failing.
Barnet's mass outsourcing programme, designed to allow external partners to take significant responsibility for council services, has been heavily criticised by trade unions such as Unison, which commissioned the APSE report.
