Moves to scrap the controversial 35-year-old Barnett formula, which guarantees extra public spending for Scotland, are unlikely to happen because of the 'cliff edge' impact, COSLA delegates heard.

Alistair Darling, who was chancellor from 2007-2010, said:'Every chancellor since the Barnet formula was created has thought about changing it then realised the cliff edge impact which would result. It will stay until someone comes up with something else.'
